HAVANA, March 5 (José Antonio Fornaris, Cuba-Verdad) - An extensive
list of regulations now applies to self-employed workers, among them the
prohibition of forming "cooperatives, associations or any type of
collective production organizations."
The regulations, outlined in "Orientaciones a Trabajadores por Cuenta
Propia," or "Guidelines to Self-Employed Workers," are issued by
the Ministry of Labor and Social Security. "Guidelines" is the current
Cuban euphemism for government orders.
Enrique works shining shoes despite his 67 years and wouldnt give his
last name. He said that the "guideline" is meant to prevent the
self-employed from establishing any sort of organization independent of the
government.
Any violation of the order would entail the loss of the self-employment
license for life.
Other "guidelines" establish that the self-employed may not use
intermediaries to
render service or distribute their products, they may not employ others,
and, in the case of those who deal in food, may not use plates or cutlery in
offering their products.
The list includes 28 "guidelines" with the proviso that "they
are not all, but are the fundamental ones."
